The Katlakalns Recreation Center was built at the end of the 19th century to serve as the courthouse of
Katlakalns rural municipality under whose aegis various associations.were founded. In 1915 an auditorium and stage were constructed on the second floor. According to the Law on Local Government, the recreation center obtained independent status in 1922. It was the hub of local culture until 1976, when it was closed, and the premises were used for different purposes. After 12 years, the recreation center was re-established. Beginning in 1989, amateur cultural groups revived, interest clubs were founded, and active cultural life thrived.
